It's hard to say without spoilers. The only of your family members you can find is your Dad, and you find him just by following along with the main story missions. So, after exiting the vault, go to Megaton, and speak to Colin Moriarty, do his little quest (or pay him off to skip it), and this will lead you through a series of quests that lead to your father (next after Moriarty is meeting Three Dog).

  1. Depends where you buy a house for them. You have to get married and then have kids. Before all of this you had to buy a house and get near to the house and select it as your house (for your family). Then that will be the house where you will have your wife and eventually your kids (if you dont use a condom :P )

  2. Um, well... your mom is dead if I remember correctly. And your dad's placement in the game changes... the one ship city is where he is, but you can also find him elsewhere if you happen to stumble across another mission beforehand...
