Do I actually get to get the T.V. Jacker in inFAMOUS?

You might remember the mission where you get the epic "Induction Grind" maneuver. In that mission, Zeke states that "The T.V. Jacker is probably holed up in some television studio in the Historic District." Do I ever actually get to find the T.V. Jacker? Do I get to "Teach him a lesson," as Zeke implies? If so, how and where do I find the infamous T.V. Jacker (no pun intended D:)

If I remember correctly you find out what happens to him during the course of the game, I don't want to spoil anything since there are lots of new gamers introduced to infamous due to the welcome back program.
