you have to beat the sunnyshore city gym leader.then you go to the beach in sunnyshore city and talk to that girl named jasmie and when she knows tha you have the sunnyshore city gym badge she will give you the hm waterfall

  1. Go to Sunnyshore City. After you get the badge, go north in the city until you get to the beach. When you get there, you will meet a girl , Jasmine i think, and talk to her and she will give you the HM.
