Question about Tentaspy.

Can someone PLEASE tell me what the heck Tentaspy is supposed to be!? I've seen pictures of him and he looks like a Spy from Team Fortress 2. Is that an actual character, or did someone just decide to combine a Spy and an octopus together for no complete reason?
