Batarang. unless you're talking about the boxes that control the electrical gates, those have to be hacked with your Bat...hacker.. *shrug*
don't worry about "finding" it, it will be given to you as you progress through the story, just keep playing along the storyline and you'll gain the ability to hack the electrical gate control boxes eventually.
