how do you move snorlax in Vermilion City in Kanto on pokemon heart gold?

you have to get the pokeflute from the radio tower (not an item)

You can't move the Snorlax when you first arrive in Vermilion City. You have to do a lot of things first. This guide should help. Skip to the boulder badge section.
