Well, i hooked up with Tali. And i was a guy. But i do know that as a man you can also hook up with Jack, Miranda, and your secretary aswell. Yes, even your secretary, who's name i cant think of right now. I have no idea if you can hook up with people as a woman, but i would asume you can. And to hook up with people; treat them nicely, act like them (Ex. If you like Jack, act like a bad A$$), do their missions, and talk to them very often.
