You have to open it with Shadow. First, you need to talk to the Shy Guy that is standing below the machine. Then, read the back of the mission sign near the gate you opened with Yoshi (on the right side of the map).

If you can't find it the code is: Bowser, Dr. Eggman, Bowser Jr, and Metal Sonic
