You have to go talk to the Capt., his office is next to the secretary desk. After that you have to go to your office (I think a cut scene will talk over or you will have to use ARI to find some clue). In the next scene you have to go to the 2 way mirror room and shut off the camera. Go back to the interrogation room (where a cop should now be on guard). Convince him to leave, get the key off the guards desk (next to Blake's desk) and jacket (from the 2 way mirror room)and go back to Ethan and give him the coat and unlock him. He should walk out by him self.
