What is that spikey yellow icon that appears in Tropico 3 over some building?

It means that El Presidente has visited the building. While you have the sun icon over a building, that building will get bonuses. The effect will last for a while after he leaves a building too. The only exception is construction buildings. They only have the bonus as long as El Presidente is in the building.
