How do I finish Gran Turismo 3? I am at 98% and stuck.

You should achieve 100% completion once you win all the provided races, championships, and complete all of the license tests. You'll probably need to check each event to see which one you haven't won yet.

Well, i kind of need more details to correctly answer this. However, one though i have is maybe you need to get in first place for every race to get 100%. Besides that, i would go with what Bukowski said. Maybe there's some side missions you skipped by.
