In WoW, is there a story-related reason you can't fly in the old world?

I know the technical reason why you're bound to paying for flight paths instead of using your flying mount (not all parts of the map are completely finished), but has Blizzard ever given a reason that lines up with any kind of lore? It seems weird that you can fly in expansion zones, but flight in the old world is bound to flight paths from a story perspective.

I know there was an answer about that and it was either in the forums or in a panel at a Blizzcon. I guess the point is it may not matter soon cause they will allow that in the new expansion.
