Are the Zerg and Protoss campaigns for Starcraft II going to be expansion packs or full games?

This has been discussed a lot since the announcement of Starcraft splitting into 3 games...
The word is that there is no definite answer. There are announcements that say the next two games are slated to be "expansions", but there's no details on whether or not Wings of Liberty is required to play them.
