Go to the alley behind the hotel. Climb onto the green dumpster and jump from there to the fire escape, and follow the same path you took to get the shed key. After exiting the room the shed key is in, you'll notice three windows fairly up high. Jump to the windows and pull yourself up onto the roof of the next building. To your left you'll be able to drop down onto the roof of another building, and there'll be a metal walkway leading to the next roof. From there, climb up onto the ledge that the construction hat is on, then follow that and drop down onto the awning for the building. Follow that a few steps and climb up where you can. If you did it right, you should be on the roof of the building opposite the roof where the guy with the rifle is. There should be a hatch in that roof to drop down into the hunting store. Once you're inside you can just unlock the door from the inside.
