Why do PC games that are supposed to come out simultaneously with the console version get held back so often?

The PC version of Assassin's Creed Brotherhood is going to come out months after the console releases....how/why does this happen? Isn't it the same game?

Hmm, i don't play computer games often (Sims 3 is the only exception), so i don't know exactly why they would do this. Maybe it's because the controls had problems with the computer, and since the consoles use controllers, they didn't have those problems.

That is the only thing i can think of though...
