Most emotional game?...
And I don't mean anger because... really, there are too many games that give you that feeling. (I'm looking at you Kingdom Hearts camera system AND Alma from Ninja Gaiden!)
I'm talking about it made you sad, or the plot took a turn and you where really shocked, or even happy for the main character.
Mine would be Silent Hill 2, the first ending of that kinda depressed me alot.. I know it's an older game, but I don't want to get into the ending to spoil it but.. it's really sad.

Bah, FFVII. The most emotional game I've ever played is Suikoden II. You spend the entire game playing and fighting besides your sister Nanami against your best friend Jowy, which in itself is a teeth-gritting affair, because you have to stop him but you can't bring yourself to kill him, but then close to the end there's an assault on an enemy stronghold and it all goes wrong, and Nanami tries to fight one of the enemy generals by herself, and for a second, it looks like she's gonna make it - just before his final shot plants an arrow directly in her chest. Funnily enough, this isn't enough to kill her - the rest of your group shows up a couple seconds before she gets hit, and part of them escort her out while the rest go after the general to kill him.
Of course, by the time you get back to base, Dr. Huan has been working on Nanami since she got back.. and he comes out, hands bloodied, and says 'I couldn't save her.. I wasn't strong enough...' And suddenly your sister, a big part of the game, is gone.

I know Sephiroth will get in here and mention Final Fantasy VII, so I'll go with Chrono Trigger. That game is an emotional roller coaster, with moments of great triumph and great despair.

Super Mario Brothers
After seven castle and being told seven times that the damn princess is in another castle well that gets pretty damn depressing.

The only time that I've truly connected with a game on an emotional level was with Shadow of the Colossus. The fact that you are killing the seemingly peaceful Colossi is, somewhat, troubling from the very beginning. But truly the saddest part of the game is when Agro dies, when he falls off the cliff, it felt almost like I lost a friend. Rest in Peace Agro.

Mother 3. I know you probably saw this coming, what with my love for all things Earthbound, but I've never played another game with as much strange emotional impact as Mother 3. It probably isn't ever being released by NOA, so find a ROM and get Tomato's officially unofficial translation patch at Mother3.Fobby.net

I would have to say Call of Duty 4 where Captain Price throws the pistol to you and dies. That made me teir up a little bit. He was too young, he had so many other things to do. Like be in Modern Warfare 2.

The part of Metal Gear Solid 4 when you are going through the microwave room at the end right up until the end of the Ocelot fight.

This may sound weird, but I'm going with Super Metroid. The final battle with the mother brain. The part right before Samus is toast when the baby metroid she befriended shows up to save her life. Came out of nowhere and flipped my brother and I totally out. Coolest surprise ever!

I have actually...way too many games I got emotional for...I mostly blame my girl side for that but My most emotional game for me was Suikoden the first and fifth one. Cause in the first one you go agains the entire empire and your father and your best friend dies saving you but he can come back if you play the game correctly and Suikoden 5 because it's similar but you are blamed for killing your mother when you didn't and you get the entire empire after you. Also i cried in GoW 2 when Doms wife was just ash...that I felt was extremely sad.

BioShock is a bit of a wrench because it is so engrossing. Silent Hill 2 features a flawed cast struggling to survive against the town's manifestations and themselves.. tough stuff. Personally I didn't find FFVII emotional 'the event' took place far later in the game than I would have liked, just kill her now, please!
